Anyone may attend the following but voting representation is by appointment, election, disability, or residency.

System of Care Community Collaborative
Franklin, Granville, Halifax, Vance, Warren
An area-wide committee which meets at Aycock Recreation Center, 2nd Floor, 307 Carey Chapel Rd., Henderson, 3rd Mondays at 2pm. Contact Lynette Fuller 252-430-3044.    This collaborative includes mental health, departments of social services, juvenile justice, public schools, private providers, consumers and family members. This collaborative is designed to ensure strong family/community agency partnerships, improve service delivery, and reduce fragmentation on behalf of children and families having multiple needs.

System of Care Community Collaborative Sub-committees (Providers Welcome)

  • Prevention (a subgroup of the Service Implementation Work group) — 2nd Tuesdays, 3-5pm, Aycock Recreation Center, 2nd Floor, Ralphel Holloman, Chair, (252) 492-2127; Purpose – Identify and compile a resource list of Prevention Programs and Activities; provides technical assistance in applying for grants for prevention programs – especially evidence-based and best-practice programs.
  • Family Advocacy – Families Supporting Families Office, 1322 Roanoke Ave., Roanoke Rapids; For meeting info, call Mrs. Doris Mack, Chair, (252) 535-4000; Purpose—insure that families have a voice in the decision making process—such as person-centered planning, child and family teams, and school Individual Education Plan (IEP); organizing support group for consumers and families.
  • Hard to Serve/Place — (a subgroup of the Service Implementation Work group) – 1st Wednesdays, 9am, Warren County Dept. of Social Services, 307 N. Main St., Warrenton; Purpose—Reviews cases for possible out-of-home placement; offers technical assistance for difficult cases (providers with questions of what to do next concerning the child’s treatment and options). The committee reviews placement requests for state facilities including Wright School, Whitaker School, The STARS program, and state hospital operated Psychiatric Residential Treatment Facilities (PRTF). All referral packets should be sent to Cessel Rouse, Child Care Coordinator at Five County Mental Health Authority, (252) 430-3028; Fax (252) 431-3465.

Consumer and Family Advisory Committee (CFAC)

Franklin, Granville, Halifax, Vance, Warren
An area-wide committee which meets at Vance Granville Community College—Warren Campus, 210 W. Ridgeway St., Bldg. 4, Rm. 432, Warrenton, on 2nd Tuesdays, at 6pm (except July & Dec.). Contact Robin Wheatley or Shirley Flood at 252-320-1330.
This committee was established by the NC Legislature to advise Five County Mental Health Authority as follows: monitors implementation of the local business plan; identifies service gaps and under-served populations; makes recommendations pertinent to services; reviews the program budget; participates in quality improvement and performance measures.

Juvenile Crime Prevention Council (JCPC)
Franklin, Granville, Halifax, Vance, Warren
Planning and information-sharing pertinent to youth development activities; evaluation and managing funds for youth programs. Membership representing agencies, and community—defined by law; appointments by County Commissioners.

Community Child Protection Team (CCPT)
Franklin, Granville, Halifax, Vance, Warren
Interagency/community task force which addresses children’s needs, involving social services, courts, law enforcement, and schools. Members appointed; representation from agencies and community defined by law.

School Health Advisory Council (SHAC)
Franklin, Halifax, Vance, Warren
Membership (various agencies) defined by law.
This Council is composed of community and school representatives, local health departments, school administration and others, to plan, implement, and monitor a coordinated school health plan which addresses the following components: safe
environment, physical education, health education, staff wellness, health services, mental and social health; nutrition services and parental/family involvement.

Healthy Carolinians / Healthy Halifax Partners
Granville, Halifax, Warren
Organized according to county residency. A statewide initiative to improve the health of all North Carolinians. Work groups are open to anyone—for example, Fitness and Nutrition; Substance Abuse; Safety and Domestic Violence.

National Alliance on Mental Illness (NAMI)
Seeks to improve the quality of life for individuals and their families living with the debilitating effects of severe and persistent mental illness through advocacy, education, and support.

Halifax/Northampton NAMI Chapter
1st and 3rd Tuesdays at 7pm

FREE! NAMI “Family to Family” 12-Week Educational Program: For anyone interested

ARC –Vance County
Advocacy, services and Resources for persons/ families affected by developmental disabilities. Contact Nancy Ormond at (252) 492-4712.

Vance Organization to Implement Community Excellence
“VOICE” – focuses on eliminating violence in Vance County.

Domestic Violence Council
Granville, Halifax, Warren
The Halifax Co. group is called “Making Abusers Accountable for Intentional Actions”. Contact Anita Mason (252) 430-3035.

Safe Kids Coalition

Granville, Vance
Part of the National Safe Kids organization — aimed at reducing the number of unintentional injury to youth such as child passenger safety, drowning, death and injury by off-road vehicle and personal water devices (e.g., jet skis). Henderson-Vance meets monthly at the Henderson Police Dept on the 2nd Wednesday at 10 am. Contact Anne

Vance Parenting Task Force
A collaborative group of interested agency representatives, church and community members meeting to determine parenting needs and implement parenting programs. Meets quarterly at Vance County Extension Office, 305 Young St., Henderson. Contact Anne Williams at (252) 430-3077.
