What are Consumer and Family Advisory Committees (CFAC)?

The Consumer and Family Advisory Committee (CFAC) is the consumers’ voice at Five County Mental Health Authority . A sub-committee of the Board, CFAC provides consumer perspective and guidance. They serve as the community link to FCMHA and as a vehicle for consumers who want to have an active voice in the service delivery system.

CFAC is composed of consumers and family members representing Franklin, Granville, Halifax, Vance and Warren counties. Participation of consumers and their families is important in developing and promoting mental health, developmental disabilities and substance abuse services. CFAC members are committed to learning community needs, studying best practice responses and work to advocate and engage community leaders and citizens in addressing service gaps. Members make every effort to oversee processes and ensure quality services are provided to consumers and their family members.

What is the LBP-Local Business Plan?

The Local Business Plan is a “working document” of the objectives that drive the direction an actions of the agency. It is a plan to control, manage, deliver and pay for mental health services for people who need them the most.  One main part of the local business plan is to make the system pay more attention to what consumers and families say is needed and what really works.  It requires that consumers and their families have a voice and choice in the services they receive.

What are the functions of the CFAC?

· To review and give advice about long term and annual state and local plans.
· To identify gaps in services and under-served populations.
· To advise about developing additional services and monitor service delivery.
· To review & monitor mental health, developmental disability & substance abuse services budget for Five County.
· To monitor implementation of the local business plan.
· To educate state and local elected officials and advocate for funding.
· To review and advise about collecting, monitoring and reporting outcome data.
· To monitor and participate in activities aimed at improving quality at both the provider and mental health authority levels.
·  Ensure consumer and family participation in all quality improvement projects.

How can I be a part of the local CFAC?

Adults who have a mental health, developmental disability or substance abuse diagnosis or their family members are eligible to become a member.  Our local CFAC meets the second Tuesday of each month at 6:00 PM at the Vance Granville Community College, Warren County Campus in Warrenton.  This is located at 210 W Ridgeway St, Building 4, Room 432 (Seminar Room).  Please come and join us!  If you have any questions or need more information, call Robin Wheatley, CFAC Liaison from Five County Mental Health Authority at (252) 430-3025 or Shirley Flood, CFAC Liaison from Five County Mental Health Authority
